The Employment Manager is sponsor for an attitude. He is the champion of a condition of mind. Among others, he must have one ideal that never sinks to the common level. That is open-mindedness; a quality very necessary for the administration of common justice and an object which the Employment Manager must not only preach, but practice with undiminished enthusiasm throughout his existence.
